{"id":49551,"date":"2022-05-03T17:36:30","date_gmt":"2022-05-03T21:36:30","guid":{"rendered":"https:\/\/scoopmedia-develop.go-vip.net\/statescoop\/?p=49551"},"modified":"2022-05-05T08:40:43","modified_gmt":"2022-05-05T12:40:43","slug":"application-modernization-states-nascio","status":"publish","type":"post","link":"https:\/\/scoopmedia-develop.go-vip.net\/statescoop\/application-modernization-states-nascio\/","title":{"rendered":"Many states lack strategy for application modernization, NASCIO data shows"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">States have a long way to go in modernizing their applications, according to data the National Association of State Chief Information Officers shared at its midyear conference Tuesday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.nascio.org\/\">NASCIO<\/a> offered a preview of survey data to be published this summer, showing so far that 40% of states don\u2019t keep detailed inventories of the software they&#8217;re using. In many states, those software catalogs exceed 1,000 applications, used for everything from processing tax payments to specialized functions used by a single office.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And while 50% of surveyed states reported that they need to modernize their application portfolios, 55% reported they either don\u2019t have a strategy or are still considering one. When asked whether he was surprised by the great number of states that reported not having a strategy for application modernization, Pennsylvania CIO John MacMillan said: \u201cNo, and the rest are lying.\u201d<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-you-need-a-way\">&#8216;You need a way&#8217;<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Jon Fyffe, a business development manager with VMware, which is helping NASCIO publish the survey, said states\u2019 application portfolios \u201crepresent the single largest opportunity for modernization that exists in all of government.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf you don\u2019t have really detailed information about that application, where it resides, what it connects to, if it can be supported, how much risk it has, has it been inventoried, you don\u2019t know whether to retire it, whether to rehost it or renew it,\u201d Fyffe told StateScoop.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/scoopmedia-develop.go-vip.net\/statescoop\/resilience-in-government\/john-macmillan\/#video\">MacMillan<\/a>, who addressed the conference with a stream-of-consciousness presentation, said there\u2019s \u201cthere\u2019s a fundamental problem with how business services are automated in the United States.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYou need a way of sorting through how to guide the investment,\u201d MacMillan said. \u201cIt will cost gazillions of dollars to modernize all the applications.\u201d MacMillan also said people usually frame the problem wrongly: \u201cIt\u2019s actually data modernization, not application modernization.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He also urged the audience to consider how they\u2019ll go about developing a cohesive statewide strategy. (Fyffe told StateScoop that while Pennsylvania isn\u2019t \u201cas mature as some states\u201d in its application modernization efforts, it\u2019s done especially well at \u201crisk profiling\u201d and \u201cgetting agencies to work together.\u201d)<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHow do you undo that with one enterprisewide strategy?\u201d MacMillan said in reference to the challenge of meddling administrators who frequently find unmet requirements in state IT projects. \u201cHow do you get 47 agency boards and commissions to move in the same direction? Anybody have free will in their state?\u201d<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Risky business<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">In surveying its members, NASCIO found that states&#8217; top challenge in managing application portfolios is finding professionals who know how to work with the older codebases their applications rely on. MacMillan said Pennsylvania last year modernized a banking and securities oversight platform that only one state employee knew how to update.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt was written in risky application code from a company that no longer exists,\u201d MacMillan said. \u201cThat was super risky. It was a people risk because we had one person who knew how to write the code, upgrade the code, change the code.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">MacMillan called that particular scenario a \u201ctwo-dollar problem,\u201d because if that worker\u2019s spouse buys a two-dollar lottery ticket and wins (state employees themselves are prohibited from playing the lottery in Pennsylvania), he or she won\u2019t be coming into work on Monday. (Herb Thompson, a VMware executive and former Wisconsin deputy CIO, interjected that in his state, a lottery ticket only costs $1, potentially doubling such a risk.)<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Much of MacMillan\u2019s presentation consisted of questions posed to the audience. When asked for answers to his questions after the presentation, he told StateScoop, \u201cthere isn\u2019t one right answer,\u201d but gave some general advice anyway: \u201cUnderstand your strengths, understand your inventory, embrace decision-making, understand that there\u2019s going to be compromise and not everybody\u2019s going to be happy about it.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But when one audience member asked whether constituents ought not to be consulted more frequently when states are designing applications, MacMillan dispelled yet another misconception.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe vast majority of applications aren\u2019t meant for citizens,\u201d he said. \u201cThey\u2019re meant for programs. And I think you\u2019re suggesting that we fundamentally rethink how business processes are automated across all levels of government in the United States.
