{"id":3042,"date":"2018-05-15T14:52:00","date_gmt":"2018-05-15T14:52:00","guid":{"rendered":"http:\/\/edscoop.scpnewsgrp.com\/full-benefits-of-edtech-cant-be-realized-until-data-is-interoperable-report-finds\/"},"modified":"2021-09-03T14:57:13","modified_gmt":"2021-09-03T18:57:13","slug":"data-interoperability-applications-setda-report","status":"publish","type":"post","link":"https:\/\/scoopmedia-develop.go-vip.net\/edscoop\/data-interoperability-applications-setda-report\/","title":{"rendered":"Full benefits of edtech can&#8217;t be realized until data is interoperable, report finds"},"content":{"rendered":"<p>A <a href=\"http:\/\/www.setda.org\/master\/wp-content\/uploads\/2018\/05\/State-Leadership-Interoperability.pdf\" target=\"_blank\" rel=\"noopener\">report<\/a> just released by the State Educational Technology Directors Association (SETDA), \u201cState Education Leadership for Interoperability: Leveraging Data for Academic Excellence,\u201d argues that for current and future investments in educational technology to produce the desired results, state-level education leaders need to include an interoperability plan that facilitates sharing data easily all the way up and down the educational structure, from students and parents through state officials, making it readily available to all who need it.\n<\/p>\n<p>\u201cOur recommendations focus on ways that state education leaders, through a collaborative approach, can have seamless access to data and support new learning models by applying interoperability approaches,\u201d said Tracy Weeks, executive director of SETDA. &#8220;My hope is that this report will serve as a critical resource for our members and others in the sector.&#8221;\n<\/p>\n<p>Interoperability, as the report defines it, is \u201cthe seamless, secure and controlled exchange of data between applications. [It] allows data to easily flow among applications that are developed for different purposes using a standardized vocabulary, structure and cadence.\u201d It is not the same as integration, in which a \u201cbridge\u201d application translates between two applications, or an application and a system, which use different languages.\n<\/p>\n<p>The content of the report is drawn from a symposium hosted by SETDA in collaboration with the nonprofit <a href=\"https:\/\/www.ed-fi.org\/what-is-ed-fi\/\" target=\"_blank\" rel=\"noopener\">Ed-Fi Alliance<\/a>. Nine state teams, including both academic and technology leaders, along with private sector leaders and content experts, participated in a focused discussion on the successes, challenges and future needs to support state K-12 education interoperability. Participating states were Delaware, Georgia, Michigan, Nebraska, North Carolina, Oregon, Utah, Wisconsin and Wyoming. The report includes \u201csnapshots\u201d of each state\u2019s progress toward interoperability.\n<\/p>\n<p>The benefits of interoperability are numerous, such as allowing data to \u201cfollow\u201d a student transferring from one school system to another, even across state lines, then enabling teachers in the student\u2019s new system to review and understand the student\u2019s earlier work, progress and areas of struggle.\n<\/p>\n<p>Denver Public Schools in Colorado, not one of<br \/>\nthe states that participated in the symposium,<br \/>\n\t<a href=\"https:\/\/scoopmedia-develop.go-vip.net\/edscoop\/denver-public-schools-push-for-smarter-data-sharing-approach\" target=\"_blank\" rel=\"noopener\">has been working on interoperability issues<\/a>. The system signed the <a href=\"https:\/\/www.projunicorn.org\/\">Project Unicorn<\/a> pledge to pursue<br \/>\ninteroperability; the state of Oregon, a symposium participant, also took the<br \/>\npledge.\n<\/p>\n<p>The report offers a series of use cases as examples, to show how interoperability crosses boundaries and makes information available to students, parents, teachers, administrators and agency officials.\n<\/p>\n<p>Among the report\u2019s recommendations:\n<\/p>\n<p><strong>Leverage ESSA<\/strong>\n<\/p>\n<p>The data reporting requirements in the Every Student Succeeds Act (ESSA) require systems to be interoperable and able to share data easily. SETDA has a <a href=\"http:\/\/www.setda.org\/wp-content\/uploads\/2017\/03\/CDE17_HANDBOOK_ESSA_V.pdf\" target=\"_blank\" rel=\"noopener\">handbook<\/a> that identifies ways that ESSA can reshape educators\u2019 and administrators\u2019 approaches to integrating technology.\n<\/p>\n<p><strong>Collaborate with districts<\/strong>\n<\/p>\n<p>State education agencies should collaborate with their school districts on implementing interoperable data systems and applications, and work with them to develop plans for the future, including new interoperability initiatives, with clearly defined goals and timelines.\n<\/p>\n<p><strong>Communicate with vendors<\/strong>\n<\/p>\n<p>States should have a strategic vision and plan for implementing interoperable data systems, and they should share it with vendors.\n<\/p>\n<p>There are obstacles to states\u2019 pursuit of interoperability of their education systems and technology, in addition to budget constraints, such as a lack of interoperability policies and implementation plans. \u201cConvincing policy makers on the value proposition of interoperability solutions to drive student learning goals is another challenge when crafting policies. Policy makers tend to focus on compliance and monitoring rather than student learning when they consider data solutions,\u201d the report observes.\n<\/p>\n<p>The report includes numerous links to useful resources, such as the websites for the <a href=\"https:\/\/nces.ed.gov\/programs\/ptac\/\" target=\"_blank\" rel=\"noopener\">Privacy Technical Assistance Center<\/a>, for information on data privacy, confidentiality and security practices, and for the <a href=\"http:\/\/www.ncpublicschools.org\/data\/seed\/\" target=\"_blank\" rel=\"noopener\">State Exchange of Education Data<\/a> (SEED),
