{"id":24080,"date":"2023-07-19T12:46:10","date_gmt":"2023-07-19T16:46:10","guid":{"rendered":"https:\/\/scoopmedia-develop.go-vip.net\/edscoop\/?p=24080"},"modified":"2023-07-19T12:46:10","modified_gmt":"2023-07-19T16:46:10","slug":"educause-cybersecurity-proposals-research","status":"publish","type":"post","link":"https:\/\/scoopmedia-develop.go-vip.net\/edscoop\/educause-cybersecurity-proposals-research\/","title":{"rendered":"Educause pushes back against cybersecurity proposals for research\u00a0"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Educause is seeking changes to the White House Office of Science and Technology Policy\u2019s proposed cybersecurity requirements for federally funded research projects, the higher ed IT group shared in a <a href=\"https:\/\/er.educause.edu\/articles\/2023\/7\/educause-responds-to-draft-ostp-research-cybersecurity-provisions\" target=\"_blank\" rel=\"noreferrer noopener\">blog post<\/a> on Wednesday.\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The OSTP\u2019s draft <a href=\"https:\/\/www.whitehouse.gov\/wp-content\/uploads\/2023\/02\/RS_Programs_Guidance_public_comment.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">cybersecurity proposals<\/a>, shared in February 2023, would introduce new cybersecurity requirements for higher education institutions that receive more than $50 million in annual federal research funding. The requirements are largely modeled on the <a href=\"https:\/\/www.acquisition.gov\/far\/52.204-21\" target=\"_blank\" rel=\"noreferrer noopener\">basic safeguarding requirements<\/a> for Federal Contract Information \u2014 an approach that Educause claimed is misguided because FCI safeguards weren&#8217;t written with academic research in mind.\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe OSTP should shift from the checklist approach to research cybersecurity represented by the FCI basic safeguards and instead encourage institutions to adopt a risk management approach to research cybersecurity,\u201d Jarrett Cummings, Educause\u2019s senior adviser for policy and government, wrote in the blog post. \u201cUnder the latter model, OSTP would set clear cybersecurity objectives for institutional research security programs, and covered institutions would implement appropriate measures to meet these objectives based on the nature and risk profiles of the research they support.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Educause leaders said the group will continue to help develop the guidelines.
